G21. rotating wind field

The computation simulates the rotation of the wave field due to a constantly rotating wind field. Results are obtained with a non-stationary computation in an infInitely large uniform domain. The results are Compared with a model by Allender et al. (1983):
       dθ/dt = τ-1 sin(θw - θ)      with    τ = m Tm.

The value of m depends on U/c. For U/c between 1. 0 and 1.2, m=(1/1.3)*105, for U/c between 1.2 and 1.6 it is m=(1/1.7)*105, and for U/c between 1.6 and 2.0 it is m=(1/2.2)*105,
